The Tamil Nadu government has formed a committee to study the anomalies in guideline values, Minister for Registration and Commercial Taxes D. Lokesh Tamilselvan said on Friday (August 14, 2026).

“There is no request for increasing the guideline values. But there are anomalies. Hence, we have formed a committee, and we will take action based on the report of the committee. We will get into this after the Assembly session gets over,” he told The Hindu here on Friday.

The Minister took part in the inauguration of a workshop in Coimbatore for document writers, realtors, developers, and promoters on the ‘presence-less’ registration that will be mandatory from August 17 across the State.

Those registering first sale of plot or apartment units can do so from the office of the promoter or seller and need not visit the sub-registrar office. The registration will be done almost immediately. “Requirement of many documents will not be necessary since these are first time sales,” the Minister said.

Mr. Tamilselvan said the ‘presence-less’ registration will bring in transparency and remove middlemen. Workshops were held in Chennai, Madurai, Tiruchi, and Coimbatore on this system. Call centres that will function 24×7 have been set up to assist public with the registration, he added.

Minister for Backward Classes V. Sampathkumar said the ‘presence-less’ registration is part of the efforts of the government to take its schemes and welfare measures directly to the public.

According to the Inspector General of Registration G. K. Arun Sundar Thayalan, registration of a document involves three processes – execution, presentation, and registration. When a sale is executed, the documents can be presented from anywhere through this system.
