Indian Fireworks Association has appealed to the Union government to upgrade the Sivakasi office of Petroleum and Explosive Organisation (PESO) with Joint Chief Controller of Explosives as the head for better decision-making process.
In a petition addressed to the Joint Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, association president J. Tamilselvan said PESO’s licensing powers should be delegated to the Sivakasi office as it had been till March 2023. Besides, adequate number of office staff should be posted there, he said.
The association also urged the Centre to seek clarification about joined crackers from the Supreme Court. Similarly, efforts should be taken to revive usage of barium nitrate in fireworks production.
Mr. Tamilselvan said the number of fireworks shops in each cluster of shops should be restricted up to 50 with prior approval from PESO.
Temporary licence of fireworks shops should be issued three months before the festival season to ensure timely purchase of fireworks by the sellers in all the States.
The association also suggested issue of one factory, one licence for manufacturing, store house and microcord fuse storage. The process of obtaining no-objection certificate from the District Magistrate should be brought under a single window system with a timeline of 30 days.
Simplified procedure for transfer of fireworks factory licence should be considered for legalised growth of the industry, the association stressed.
The association also wanted a reasonable timeline for reopening of the fireworks units involved in fatal accidents. All the suspended fireworks units should be considered for reopening with a suitable penalty for violations as indefinite suspension or closure would affect the growth of the industry.
A Fireworks Development Board should be established by the DPIIT for hyper growth of the industry, the association added.
