Paving the way for decentralised rural governance following the formation of new districts, the administrative restructuring and asset distribution among the Zilla Parishads (ZPs) of Visakhapatnam, Anakapalli, and Alluri Sitharama Raju (ASR) districts are set to be effective from September 25. This comes after the government has ordered the reconstitution of 28 Zilla Parishads in line with the State’s 28 district administratives.
The administrative overhaul resolves long-standing hurdles that persisted after new districts were carved out, as elected local body panels previously continued functioning under a unified Visakhapatnam setup. Under the distribution framework, existing staff, assets and even schools are being reallocated.
Anakapalli district, comprising 24 mandals, has been allocated 60% of the workforce and administrative assets, while ASR district, encompassing 11 mandals, receives 30%. Visakhapatnam, retaining four rural mandals, accounts for the remaining 10%.
To ensure seamless operations, designated permanent headquarters have been finalised for the newly carved district bodies on a temporary basis till full fledged buildings are set up.
A community hall will serve as the main ZP office for the ASR district, facilitating administrative outreach in the agency areas. Meanwhile, a ZP guest house located opposite the municipal office has been allotted to be the operational ZP office for Anakapalli district.
However, fine-tuning the financial allocation remains a work in progress.
“We are yet to receive certain guidelines to distribute the funds among the ZPs effective from September 25,” Visakhapatnam ZP Chief Executive Officer (CEO) Narayana Murthy told The Hindu.
District authorities noted that establishing independent institutional spaces and clearing financial modalities are crucial for streamlining rural development schemes, executing localised welfare programmes, and eliminating administrative bottlenecks. A full-fledged administrative machinery across all three headquarters is slated to become fully operational following the formal transition.
