Pre-filled Form 7 Muslim voter deletions linked to BJP, alleges Owaisi

Hyderabad parliamentarian Asaduddin Owaisi on Tuesday alleged that a set of pre-filled Form 7 applications seeking deletion of voters names from the electoral rolls were submitted in Goshamahal Assembly constituency, a segment which is a part of the Hyderabad Lok Sabha seat, and sought an inquiry and action against the individual who submitted the forms in bulk.

Citing a specific example, Mr Owaisi said 122 Form 7 applications had been submitted at Booth 28 in Goshamahal and maintained that they were part of a deliberate exercise to seek deletion of voters names belonging to the minority community.

He stated that the forms were “pre-printed” and said his enquiries revealed that the person who submitted them was one Janardhan whom he described as a “BJP supporter or sympathiser”.

The All India Majlis-e-Ittehadul Muslimeen president said all voters whose names were sought to be deleted belonged to the minortity community. Of the 122, 60 names were looked into. These were available on the 2002 electoral roll, the 2026 electoral roll, and the SIR draft roll. Some of the voters had also received notices and submitted their replies, he said.

Citing another case, he said an attempt had been made to remove the name of Mirza Farooq Baig, an octogenarian, along with those of 15 other voters. Mr Owaisi said Mr. Baig was well-known in the neighbourhood and questioned the basis for seeking deletion of his name.

The Hyderabad MP said he was grateful to the Booth Level Officer for remaining alert and not accepting the applications.

“Where are these forms being printed? Why are they doing this? If the BJP is doing this, why is it doing this? These are Indian citizens. Why are you with so much hatred?” he asked.

Mr Owaisi said he had appealed to the Chief Electoral Officer, District Election Officer and Director General of Police to investigate where the pre-printed forms were being obtained and who was behind their submission.

He also said his party had assisted Hindu voters and members of backward communities through its help desks at Darussalaam, stressing that the exercise was not limited to any one community.

“We demand that the Election Commission stop this. I am apprehensive about what is happening in Telangana,” he said.

He said the incident raised concerns about possible wrongful deletions if Booth Level Officers were not vigilant. “If despite being alert this is coming up, then we wonder what will happen in Uttar Pradesh,” he said.

Meanwhile, in a representation to the Chief Electoral Officer, Mr Owaisi stated that Form 7 was being misused to target and delete electors from the minority community and pointed specifically to booths 28 and 173. He sought action against Janardhan per section 31 of the Representation of the People Act, 1950.

Apart from sharing elector details of Mr Baig, he pointed to the case of Samu Uddin Ansari, an elector of polling station 172. In the representation he stated that Mr Ansari has been living at the same address for three decades and Mr Baig since birth.
