The Kerala High Court recently directed the Keralam Transport Commissioner to ensure that modification details, with photographs and videos, of vehicles involved in accidents are uploaded on the e-Detailed Accidents Report Portal.
A Division Bench of Justices Anil K. Narendran and S. Muralee Krishna stated that the inspecting officer concerned should upload the details, including any violation of safety standards , attracting punishment under the Motor Vehicles Act.
Additionally, the court observed that the details uploaded on the modification of a vehicle involved in an accident should include any unauthorised alterations made to increase engine horsepower, performance, and modifications in the original braking system.
The Transport Commissioner informed the court of a technical glitch where photographs uploaded on the portal could be viewed online but did not appear on the printed hard copy of the report. It had been formally communicated to the National Informatics Centre, which was added as a party to the case by the court.
The communication included a request to incorporate a photo-upload facility on the VAHAN portal for Regional Transport and Sub-Regional Transport Offices, following previous court directives, the Commissioner stated.
The court was considering a suo motu petition monitoring the unauthorised vehicle modifications and the road accidents arising from them.
