Bhujbal writes to CM, raises concerns about GR on Maratha quota

Maharashtra Cabinet Minister and OBC leader Chhagan Bhujbal on Tuesday submitted an eight-page letter to Chief Minister Devendra Fadnavis raising legal concerns about the Maratha reservation government resolution (GR). On behalf of Samata Parishad, an OBC organisation that he heads, he demanded that the GR be withdrawn or cancelled.

Seeking clarity on the contents of the GR, he said, “It is inappropriate for the government to use affidavits for giving [Kunbi/OBC] certificates. The government should withdraw or clear the ambiguities.”

In the letter, Mr. Bhujbal outlined the “objectionable” points in the GR. “The absolute vagueness of the GR is being interpreted by the persons belonging to the Maratha community and OBC in a completely different manner, which may result in a chaotic and potentially volatile situation in Maharashtra,” the letter read. “The Maratha community has 10% reservation under the Socially and Educationally Backward Classes (SEBC) in State education and employment. So, using the term Maratha community in the Act of OBC, SC, and ST is unlawful, which will facilitate two types of reservations to the community.”

Mr. Bhujbal objected to the use of the term ‘Maratha community’ instead of OBC, Kunbi, Maratha Kunbi, or Kunbi Maratha in the GR, as also “vague” terms such as natesambandh (relation).

Mr. Bhujbal pointed out that the GR was issued for recognising the Hyderabad Gazetteer, but this was already achieved by the notification dated July 18, 2024 in accordance with the recommendations of the Justice Sandeep-led committee on Maratha reservation. “Therefore, the GR dated 2nd September 2025 has no purpose for applying the Hyderabad Gazetteer,” the letter noted.
