Alleging misuse of public funds meant for scientific processing of municipal wastes by the Tiruppur Corporation, residents of Mudhalipalayam and Nallur, have approached the DVAC for a thorough probe into the expenditure of ₹6.9 crore by the private entity entrusted with the task.
Tonnes of unsegregated waste were dumped into abandoned quarry pits at Mudhalipalayam, Kalampalayam, Pongupalayam, Nallur village, Ammapalayam, Neruparachal village and Thirumoorthy Nagar, the petition submitted by M. Dinesh Kumar, advocate, on behalf of the residents, said.
The Corporation was continuously dumping the wastes despite directives restraining the civic body’s act issued by the Madras High Court and National Green Tribunal. The Tamil Nadu Pollution Control Board had confirmed that the Corporation had no authorisation under Solid Waste Management Rules 2016 to dump the wastes that had led to contamination of groundwater from leachate., the petition said.
A fine of ₹3.5 crore was imposed on the Corporation for violation of the SWM rules that had caused severe groundwater pollution and air pollution due to toxic fumes emanating from burning wastes. “The penalty confirms financial liability and criminal negligence by Corporation officials,” the representation said.
The DVAC probe was necessary to address public apprehensions about tender manipulation, misuse of public funds, illegal dumping, false reporting, violation under SWM 2016, and Environment Protection Act 1986, it said.
On its part, the Corporation, at a meeting in the morning hours on Monday, instructed Sanitary Officers and Sanitary Inspectors to enforce Standard Operating Procedure for collection of wastes from bulk generators, including restaurants, commercial establishments, and meat stalls, with immediate effect. Segregation at source at the level of households must be promoted as a people’s movement, the Sanitary officers were told.
