The State government has informed the Kerala High Court that the Kerala State Organ and Tissue Transplant Organisation (K-SOTTO) may proceed with developing an online platform for individuals who are willing to donate their organs for altruistic reasons.
In addition, the organisation must develop a foolproof mechanism to assess the medical, physical and psychological fitness of prospective donors, before they are considered for organ donation. Complaints regarding the requirement to submit multiple certificates for organ transplantation before the district-level authorisation committee, as well as the difficulty in obtaining similar certificates from various government and quasi-government offices, too must be addressed. New guidelines may be issued to minimise and streamline certificate requirements, the government said, in a submission it made in response to a petition filed by Advaidh M of Thrissur.
He requested permission to issue press releases in print and electronic media seeking altruistic donors, on behalf of patients who are unable to undergo organ transplant surgery due to the unavailability of matching donors. He also sought the establishment of a portal for organ donation and receipt, under a central authority such as K-SOTTO.
