The State Election Commission has earlier announced a multi-layered procedure in an attempt to put a check on auctioning of the posts, to avoid uncontested elections. This involved forming a monitoring cell, verifying reports or complaints on posts auctioning, taking declarations from withdrawing and the elected candidate. After following the procedure, if the poll environment is found to be vitiated, the District Election Authority (DEA) concerned may recommend cancellations of the polls in the GP or Ward concerned. However, it was learnt that no such recommendation to countermand the polls in any GP or Ward was received under the first phase.
