Kerala government bars non-teaching staff in aided colleges from uploading internal marks colleges

The Higher Education department has prohibited aided colleges from assigning non-teaching staff the task of uploading students’ internal assessment marks.

The order was issued after the Kerala Private College Ministerial Staff Federation complained that non-teaching employees were compelled to upload confidential academic data onto university portals. The petitioners also warned that such duties could expose the staff to risks including allegations of tampering and other accountability issues.

In its report to the government, the Directorate of Collegiate Education endorsed the view and emphasised that internal marks were highly confidential academic information and should not be handled by administrative staff. It also recommended that the government intervene to ensure proper adherence to academic protocols.

Following a detailed review, the government concluded that internal marks of students in aided colleges must be uploaded only by the heads of departments or designated teaching staff. The order also states that uploading marks on behalf of universities is an academic responsibility and cannot be delegated to ministerial or clerical employees.

Instructions in this regard have been issued to all affiliated universities and deputy directors of collegiate education to enforce the directive without delay. Principals of aided colleges have been directed to strictly adhere to the norm.
