Among Kerala districts, Thiruvananthapuram has the highest number of enumeration forms linked to the ongoing Special Intensive Revision (SIR) of electoral rolls listed under the ‘uncollectables’ category.
Of the 25.01 lakh uncollectable forms Statewide, Thiruvananthapuram district accounts for 4.36 lakh forms, followed by Ernakulam (3.34 lakh) and Thrissur (2.56 lakh). The data was released at a weekly SIR review meeting of political parties chaired by Chief Electoral Officer (Kerala) Rathan U. Kelkar.
According to the CEO’s office, ‘uncollectables’ refer to cases where the Booth Level Officers (BLOs) are unable to collect or deliver enumeration forms due to specific reasons. The categories include deceased and untraceable voters, absent/permanently shifted, already enrolled (duplicate), and others.
If the BLO finds on verification that a voter is deceased, then he/she is marked as dead. If enquiry reveals that the voter has permanently shifted, the voter is marked as ‘Permanently Shifted or Absent.’ In cases where a voter has two entries at different locations and chooses one, the other entry is classified as ‘Duplicate.’ If voters explicitly state that they do not wish to accept the forms, or that they will not be returning them, the case is marked under ‘Others.’
Other districts with a high number of forms in this category include Palakkad (2 lakh), Kozhikode (1.94 lakh), Kollam (1.68 lakh), Malappuram (1.79 lakh) and Kottayyam (1.66 lakh).
