The Government of Andhra Pradesh has launched the Building Penalisation Scheme–2025 (BPS-2025), providing a final opportunity for property owners to legalise unauthorised and deviated structures built between January 1, 1985, and August 31, 2025.
Issued through G.O. Ms. No. 225 by the Municipal Administration & Urban Development Department on November 12, 2025 (Wednesday), the scheme underscores the State’s renewed push for planned urban growth and legal compliance.
Called the ‘Andhra Pradesh Regulation and Penalization of Buildings Constructed Unauthorizedly and in Deviation to the Sanctioned Plan Rules, 2025’, the scheme aims to transform Andhra Pradesh’s urban landscape into a model of accountability and citizen participation.
The BPS-2025 follows the partial success of the 2019 scheme, which has left nearly 59,041 unauthorised constructions outside the legal framework.
Penalisation charges
Applications can be submitted online at www.bps.ap.gov.in in 120 days from notification, accompanied by ownership proof, drawings, photographs, and certificates from Licensed Technical Personnel.
Penalisation charges range from ₹40 to ₹400 per sq.ft, while apartments will attract ₹20,000 to ₹80,000 per flat for deviations. Rebates of 25% for pre-1997 constructions and 50% for houses in notified slums have been announced.

Constructions post–August 31, 2025, will be ineligible and will attract blacklisting and legal action.
Principal Secretary S. Suresh Kumar described the initiative as a “pragmatic, yet firm measure,” stressing that this was the final chance for regularisation before strict enforcement begins.
“Funds accrued through the scheme will be used exclusively for urban renewal, including Anna Canteens, sewerage projects, flood prevention, and lake rejuvenation,” he said, and urged all the property owners to apply and avoid legal action.
