Both ruling and Opposition blocs made last-minute appeals to voters and highlighted key promises as campaigning for the second phase of the Bihar Assembly election for 122 constituencies ended on Sunday (November 9, 2025). Voting for the 122 seats will be held on Tuesday (November 11).
Union Home Minister and senior Bharatiya Janata Party leader Amit Shah addressed public meetings in Sasaram and Arwal. Targeting the Mahagatbandhan (Grand Alliance) over “infighting”, he said there was “no vacancy for the Chief Minister post in Bihar”.

“All five National Democratic Alliance [NDA] parties, like the five Pandavas, have come together to the electoral battlefield. But instead of fighting the election against us, Grand Alliance leaders are fighting against each other,” Mr. Shah said. “Nitish Kumarji is in the Chief Minister’s chair and Narendra Modiji is in the Prime Minister’s chair. There is no vacancy, so don’t waste your efforts.”

Mr. Shah also listed out achievements of the NDA government, saying Mr. Modi had undertaken the task of providing 5 kg of free food grains every month to 8.52 crore poor people in Bihar. He added that 87 lakh farmers were being given ₹6,000 every year under the PM Kisan Samman Nidhi scheme, and after the formation of the new NDA government, it will be increased to ₹9,000.
“Under the PM Ujjwala Yojana, 1.17 crore gas cylinders have been provided and in the coming five years, we want to make Bihar a ‘Developed Bihar’,” Mr. Shah said.
He alleged that Congress leader Rahul Gandhi took out his Voter Adhikar Yatra to protect infiltrators, as he considered them as “vote bank”. Mr. Shah said Mr. Gandhi does not want their votes.
“These infiltrators snatch jobs from our youth, take a share from the rations of the poor, and also make the country unsafe. For Rahul Gandhi, these infiltrators are a vote bank. I am telling you that we will work to remove every single infiltrator from the country and Bihar,” Mr. Shah said.

He also alleged that the Congress used the name of Dr. B.R. Ambedkar only for elections. As long as “Babasaheb was alive, the Congress opposed him and even after his death, nothing was done in his honour,” he claimed.
He pointed out that he had travelled to nearly 38 places for this election from “Mithilanchal and Magadh to Seemanchal and the mood across Bihar was the same”. On November 14, the Grand Alliance was going to be wiped out, he said.
In Sasaram, he cautioned people that even if they make the slightest mistake, “jungle raj” will return. He said Bihar’s progress will be derailed if the Opposition returned to power.
Rajnath hits out
Defence Minister Rajnath Singh addressed rallies in Goh and Mohania constituencies. He said the BJP and NDA never practiced the politics of caste or religion, but the politics of justice and humanity. He questioned Mr. Gandhi’s allegation that the Election Commission “stole votes” in Bihar, calling it false and irresponsible. “To achieve political success, is it necessary to lie?” he asked.

Mr. Singh also condemned Telangana Chief Minister and Congress leader A. Revanth Reddy’s for the “Congress means Muslims” remark, saying it exposed the Congress’s divisive mindset and the depth to which it can stoop for votes.
Yogi, Nitish hold rallies
Uttar Pradesh Chief Minister Yogi Adityanath addressed rallies in Chatapur, Narpatganj, Bisfi and Sikti constituencies. He said the Rashtriya Janata Dal and Congress will “puncture Bihar’s development”.
Mr. Kumar also addressed public meetings in Rohtas and Aaurangabad districts and said his government had taken important steps in the fields of education, health, road construction and women empowerment. He too appealed to voters to “not allow the return of jungle raj”.
Mr. Gandhi, while addressing rallies in Kishanganj and Purnia of Seemanchal region, said the people of the country are being cheated by “vote theft”, which was an attack on the Constitution.

Raising the issue of unemployment, the senior Congress leader said Mr. Kumar had destroyed employment potential of Bihar and Mr. Modi did the same in the rest of the country. Mr. Gandhi said universities and colleges in Bihar are being “sold or shut” while Bihar’s youth are forced to go to other States in search of work.
RJD leader Mr. Yadav, the Grand Alliance’s chief ministerial candidate, addressed 16 public meetings on the last day of campaigning and appealed to voters to “give him a chance to create a new Bihar” and also to fulfil the promises which he had made in the manifesto. During the rally, he received birthday wishes as well, as he turned 36 on Sunday.
