Deputy Chief Minister Samrat Choudhary on Sunday announced the establishment of 100 Fast Track Courts (FTCs) in the State.
Mr. Choudhary told the media that the primary objective of these courts would be to expedite the disposal of pending cases, reduce the burden on the existing judicial system and ensure adequate attention to cases of a sensitive nature.
He added that the proposed courts will provide significant relief given the over 1.8 million pending cases in various courts across the State.
Mr. Choudhary also informed that eight fast track courts are proposed in Patna, while four each will be established in Gaya, Muzaffarpur, Darbhanga and Bhagalpur.
Three fast track courts each will be established in Nalanda (Bihar Sharif), Rohtas (Sasaram), Saran (Chhapra), Begusarai, Vaishali (Hajipur), East Champaran (Motihari), Samastipur and Madhubani.
Similarly, two fast track courts each will operate in West Champaran (Bettiah), Saharsa, Purnia, Munger, Nawada, Jehanabad, Arwal, Aurangabad, Kaimur (Bhabua), Buxar, Bhojpur (Ara), Sitamarhi, Sheohar, Siwan, Gopalganj, Supaul, Madhepura, Araria, Kishanganj, Katihar, Banka, Jamui, Sheikhpura, Lakhisarai and Khagaria.
Additionally, he has proposed to establish one fast track court each in the Naugachia and Bagaha sub divisional courts.
He said that cases jointly identified by the District Magistrates, Senior Superintendents of Police and Superintendents of Police will be taken up on a priority basis.
A large scale recruitment of officials will be undertaken to operationalise the 100 fast track courts in the State’s 38 districts and sub divisions. For each court, 900 posts are proposed to be filled across eight categories, including bench clerks, office clerks, stenographers, deposit writers, data entry operators, drivers, process servers and peons or orderlies.
Mr. Choudhary, who also handles the Home Department, pointed out that of the 100 courts, 79 will be designated as Act courts to expedite cases related to the Arms Act. He asserted that the speedy resolution of serious cases such as those under the Arms Act will strengthen law and order.
“The State government is committed to speeding up the judicial process, which is why 100 fast track courts will be set up across the State. We are committed to providing a society where people should not face any trouble due to delay in court cases,” Mr. Choudhary said.
On the other hand, Bihar Industries Department Minister Dilip Kumar Jaiswal on Sunday stated that on the lines of the Central Industrial Security Force, the State government is considering the formation of a Bihar Industrial Security Force (BISF) with the primary objective of improving security for entrepreneurs and industrialists investing in the State.
Mr. Jaiswal, speaking to the media in Patna, said, “Since the formation of the new government in the State, a new environment has emerged among investors, and they are eager to make significant investments and establish industries in Bihar. Given this increased enthusiasm and investment potential, it is essential to provide a safe environment for industries, for which a BISF is necessary.”
He further said, “I will send a proposal to the government to form BISF to ensure that investors can invest fearlessly and set up industries in Bihar.”
On Friday, December 6, Chief Minister Nitish Kumar chaired a high level review meeting with senior officials to discuss industrial development plans aimed at attracting investment worth ₹50 lakh crore in the next five years.
