The Congress on Saturday (November 22, 2025) appointed Vinay Kumar as the new president of the Himachal Pradesh Congress Committee, replacing Pratibha Singh.

Mr. Kumar was the Deputy Speaker of the Vidhan Sabha and tendered his resignation from the post. Speaker Kuldeep Pathania accepted his resignation on Saturday (November 22, 2025).

“The Congress president has appointed Vinay Kumar as the president of the Himachal Pradesh Congress Committee with immediate effect. The party appreciates the contributions of the outgoing PCC president, Pratibha Singh,” AICC general secretary, organisation, K. C. Venugopal said in an official party communication.

The appointment had been held up for quite some time and the hill state did not have a Pradesh Congress Committee after the previous committee headed by Singh was dissolved on November 6 last year.

The state Congress was almost defunct without a local unit, and Singh only continued as PCC chief.

Mr. Kumar (47), a Dalit, is a three-term MLA from the Renukaji Assembly constituency in Sirmaur district. He was born into an agriculturist Koli family in Renuka Ji.

He was elected to the state assembly in December 2012 and re-elected in December 2017. He was elected for the third consecutive term in December 2022.

He served as chief parliamentary secretary from December 2012 to December 2017. He served as the chairman of the Renuka Development Board from 2013 to 2017.

Earlier, Mr. Kumar served as working president of the Himachal Pradesh Congress Committee.

His father, Prem Singh, also served as chief parliamentary secretary and as general secretary, block Congress committee, Renuka Ji.
