The Enforcement Directorate (ED) has filed a prosecution complaint against 14 people, including former Delhi Minister and Aam Aadmi Party (AAP) leader Satyendar Kumar Jain, in connection with an alleged corruption case involving the award of four tenders related to sewage treatment plants (STPs) of the Delhi Jal Board (DJB).
On December 4, in the same case, the agency attached assets worth Rs. 15.36 crore of various persons.
Among those named included the then DJB chief executive officer Udit Prakash Rai, former member Ajay Gupta, the then DJB chief engineer Satish Chandra Vashishth, and other private persons/entities. The agency has invoked various provisions of the Prevention of Money Laundering Act (PMLA) in the case.
The ED had initiated investigations based on an FIR registered by the Anti-Corruption Branch (ACB) of Delhi government against Euroteck Environmental Private Limited (EEPL) and others, alleging a scam in the DJB in the name of augmentation and upgradation of existing 10 STPs at Pappankalan and Nilothi (Package 1), Najafgarh and Keshopur (Package 2), Coronation Pillar, Narela and Rohini (Package 3), and Kondli (Package 4).
“It is revealed that Rajakumar Kurra, managing director of EEPL, got the terms and conditions of the DJB tender manipulated through officials of DJB and private persons, Nagendra Yadav and others, making the tender restrictive to the usage of ‘IFAS technology with fixed media’ only and thereby, enabling EEPL to become the sole supplier of technology in the said tender,” said the agency.
As alleged, Mr. Kurra and his associates paid illegal commission/bribe of ₹6.73 crore through banking channels/cash. The ED alleged that Mr. Jain and others were involved in or assisted in the generation, acquisition, concealment, possession and use of total proceeds of crime to the tune of ₹17.70 crore.
‘Vindictive politics’
Reacting to the development, AAP said the Central and the Delhi governments are engaged in vindictive politics. “The only party they are afraid of is AAP despite the fact that all the previous cases filed by the ED, the CBI and the ACB have fallen flat in courts,” said a senior party leader.
