The Forum for Good Governance (FGG) has raised serious concerns over the state of public healthcare infrastructure in Telangana, alleging that 25 government hospitals constructed nearly three years ago remain largely non-functional due to the absence of medical staff.

In a letter addressed to Chief Minister A. Revanth Reddy on Friday, November 28, 2025, the forum urged the government to immediately fill 1,302 vacant posts to make the hospitals functional.

According to the forum, a total of 1,413 posts, including doctors and supporting staff, were sanctioned for these hospitals. However, only 111 positions have been filled so far, leaving 22 out of the 25 hospitals without any proper recruitment.

FGG president M. Padmanabha Reddy said that only three hospitals currently have skeletal staff, while 22 others are managed through temporary deputations from other facilities. In some cases, the deputed medical personnel are reportedly not attending duty regularly.

Citing examples, the forum said that hospitals such as Gajwel, Kodangal and Achampet, not a single sanctioned post (101, 60 and 101 respectively) has been filled despite the infrastructure being ready. The forum warned that in the absence of functioning services, buildings at multiple locations are beginning to deteriorate and risk misuse.

The data was obtained through an RTI query and enclosed with the letter, listing all 25 hospitals and their staffing status as per Telangana Vaidya Vidhana Parishad records. For instance, the Bellampalli and Badepalli hospitals have 38 staff each in place against the sanctioned 101, whereas the majority, including Armoor, Banswada, Ramayampet, Mirzapur, Narayanakhed and Veenapanagandla, remain completely vacant of sanctioned personnel.
