Kerala SIR: Additional time to be used to trace ‘missing’ voters and improve quality of enumeration

With the Election Commission of India (EC) extending the deadlines of the Special Intensive Revision (SIR) of electoral rolls, the additional time will be used to improve the quality of the enumeration in Kerala and to trace ‘missing’ voters, according to Chief Electoral Officer (Kerala) Rathan U. Kelkar.

As per the latest updates, the list of ‘uncollectable’ forms has around 11.12 lakh voters. Apart from 5 lakh deceased voters, this list includes untraceable or absent voters, voters considered to have shifted permanently, duplications and voters who have not accepted or returned the enumeration forms.

Draft roll on Dec. 16

The extra week of the enumeration phase, now extended to December 11, will be used to trace these individuals and ensure their participation in the SIR, Mr. Kelkar said. The EC on Sunday extended the deadline of the enumeration period from December 4 to December 11. The draft roll will now be published on December 16, and the final rolls on February 14, 2026.

Meetings of EC-appointed booth-level officers (BLO) and booth-level agents (BLA) appointed by the political parties will be convened in all booths, Mr. Kelkar said. Issues related to untraceable voters and enumeration forms that have not been returned yet will be discussed at the meetings. The feedback from these discussions also will be taken into account for finalising the electoral rolls.

Fresh applications

Special drives are also being planned for accepting fresh applications for enrolment through Form 6. In booths where the digitisation of forms have been completed, priority will be given to accepting new applications. These applications will be processed after the draft SIR rolls are published, Mr. Kelkar said.
