Medchal–Malkajgiri District Collector M. Manu Choudary extended the land acquisition process for the proposed elevated corridor from Paradise Junction to Shamirpet along the Outer Ring Road (SH-01) by one year. The decision comes following delays in completing mandatory procedures under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act, 2013.
According to official proceedings, the Special Deputy Collector (Land Acquisition), Medchal–Malkajgiri, sought the extension as the Declaration under Section 19(1) of the Act, marking the government’s official decision to acquire the identified land, could not be issued within the stipulated 12-month period. This declaration follows the preliminary notification and Social Impact Assessment, and its publication confirms that the government will proceed with land acquisition for a specific public purpose. The delay prompted the Collector to extend the deadline for publication from October 25, 2025, to October 24, 2026.
The affected areas include Alwal, Machabollaram, Hakimpet, Pothaipally and Thumukunta villages in Alwal and Shamirpet mandals. The land is being acquired for the construction of the elevated corridor proposed by the Hyderabad Metropolitan Development Authority (HMDA).
The proceedings stated that several writ petitions were filed before the Telangana High Court challenging the preliminary notifications, particularly those related to Alwal and Thumukunta villages. The court’s interim stay on these notifications caused significant procedural delays. The HMDA has also sought the Advocate General’s opinion on whether the declaration process can proceed despite the ongoing litigation, but the legal opinion is still awaited.
The Collector’s order also cites Section 19(2) of the RFCTLARR Act, which mandates that no declaration shall be made unless the summary of the Rehabilitation and Resettlement Scheme is published along with it. Since the draft scheme is still awaiting approval from the Commissioner (Rehabilitation & Resettlement), the declaration could not be finalised in time.
Rajiv Rahadari Property Owners JAC Chairman Telukunta Satish Gupta expressed his gratitude to all property owners for their unity and collective support in standing together for a common cause. The JAC has been protesting against the government’s proposal to widen the road from Gymkhana to Thumkunta to 200 feet claiming that a large number of people could be affected by the decision.
