MCD budget: no new taxes, focus on sanitation, health

Presenting a ₹16,530-crore budget for 2026-27, Municipal Corporation of Delhi (MCD) Commissioner Ashwani Kumar said on Friday that the civic body will focus on boosting revenue from existing resources, with no proposal for new taxes or rate hikes.

The revised estimates for the current financial year were also tabled during a special Standing Committee meeting. The budget for 2026-27 identifies sanitation (₹4,700 crore), education (₹2,500 crore) and health (₹1,900 crore) as priority sectors. While allocations for education and health have increased slightly, the sanitation budget has decreased by ₹2 crore. The revised expenditure for 2025-26 is pegged at ₹16,200 crore against the expected income of ₹15,600 crore.

Regarding measures undertaken for strays, the official said they are working to expand dog shelter facilities. “A proposal for a shelter for aggressive dogs in Dwarka has been prepared. We are also examining sites in Bijwasan and Bela Road,” Mr. Kumar said. The civic body has sterilised and vaccinated 54,623 dogs from April to September this year.

Mr. Kumar said the MCD’s liabilities have climbed to ₹15,791.8 crore, nearly the same as its budget. Over ₹7,500 crore of this comprises salaries, regularisation dues, pensions, and contractor dues while the remaining amount is tied to loan repayments. “These liabilities cannot be reduced, but we can be careful with our expenditure and aim at boosting revenue collection,” Mr. Kumar said.
