Name won’t feature in draft electoral rolls if enumeration form is not submitted by December 4, says Chief Electoral Officer

If electors fail to submit the enumeration forms, distributed as part of the ongoing Special Intensive Revision (SIR) of the electoral rolls, before December 4, their names will not feature in the draft electoral rolls that would be published on December 9, Chief Electoral Officer Archana Patnaik said on Thursday.

At the same time, the forms in which only the first part has been filled in will be taken into account. “If electors are not able to find their name or their relative’s name in the 2002/2005 rolls, as long as the signed enumeration form is submitted to the BLO [booth-level officer] by the elector before December 4, 2025, their name will feature in the draft electoral roll to be published on December 9, 2025,” Ms. Patnaik said in a press release.

Electors to whom enumeration forms could not be distributed “despite three house visits” will also not feature in the draft electoral roll, she said. If the name of the elector did not feature in the draft roll, they can make use of the claims and objections period to include their name afresh by submitting Form 6 along with declaration form.

The claims and objection period is between December 9, 2025 and January 8, 2026 wherein the electors can apply for inclusion or deletion. Objection to an existing entry can be preferred by a person whose name is already included in the electoral roll of the constituency, Ms. Patnaik said.

The notice phase (hearing and verification) is from December 9, 2025 to January 31, 2026. During this period, notices will be issued and hearing scheduled by the EROs, wherever required, after scrutinising the eligibility of the proposed electors. After processing all the claims and objections, the final electoral roll would be published on February 7, 2026.

During the ongoing enumeration phase, enumeration forms have been distributed to about 6.23 crore electors of the 6.41 crore electors in Tamil Nadu. “The names of all the electors who have filled and returned the enumeration form would be included in the draft electoral roll which would be published on December 9,” Ms. Patnaik said.

“The electors who have received the enumeration forms are requested to fill in their enumeration forms and submit it to the booth level officer or at the helpdesks immediately and need not to wait till December 4, 2025 to avoid last minute rush,” the CEO said. She further appealed for full co-operation in submitting filled in enumeration form and participate in the democratic process.
