The National Investigation Agency (NIA) has filed a chargesheet against two accused in connection with a terror conspiracy spanning Andhra Pradesh and Telangana.
The accused, identified as Siraz Ur Rahiman from Vizianagaram in Andhra Pradesh and Syed Sameer from Hyderabad in Telangana, were arrested by the Andhra Pradesh Police on May 16 and 17, 2025 respectively. The chargesheet was filed before the NIA Special Court in Visakhapatnam.
According to the agency, both men were involved in radicalising and recruiting vulnerable youth across India through social media, encouraging them to carry out terrorist attacks in Andhra Pradesh, Telangana and other parts of the country. They have been charged under various sections of the Bharatiya Nyaya Sanhita (BNS), the Explosive Substances Act and the Unlawful Activities (Prevention) Act.
NIA investigations revealed that the accused were inspired by the extremist ideology of ISIS and were disseminating radical content through online platforms to incite youth towards ‘violent jihad’ and ‘anti-national activities’. They had reportedly created multiple social media groups on platforms such as Instagram and Signal, using them to promote unlawful activities that threatened India’s unity, integrity, security and communal harmony.
The NIA, which took over the case from the Andhra Pradesh Police, said it continues to investigate the broader conspiracy to spread extremist propaganda and foster radicalisation across the country.
