Special Intensive Revision: District Collectors in Kerala directed to avoid overlap of SIR and local body election work

Chief Electoral Officer (Kerala) Rathan Kelkar has directed all District Collectors to ensure the smooth and effective implementation of both the Special Intensive Revision (SIR) of electoral rolls and the upcoming local body elections in Kerala without any operational overlap.

It was a “conscious decision” taken at the commencement of SIR that booth level officers (BLOs) will not be assigned any duties connected with the local body elections, the CEO’s office said on Wednesday (November 5, 2025). 

Personnel engaged in the conduct of local body elections will not be entrusted with BLO duties during the SIR. In instances where staff involved in local body election work are also designated as BLO, they will be replaced by other officials in line with the instructions and circulars issued by the Election Commission of India, the CEO’s office said.

District Collectors have been instructed to take the necessary steps to ensure that the SIR is implemented successfully and completed as per the prescribed schedule.

Over 2.07 lakh enumeration forms were distributed on Tuesday in Kerala, the first day of the house-to-house enumeration of the SIR.
