The Telangana Government has sought financial assistance of US $ 500 million from the World Bank-IBRD for taking up the ambitious Musi Riverfront Development project.
The State Government has submitted a preliminary project report in this regard to the Ministry of Housing and Urban Affairs. The Externally Aided Projects committee of the Union Ministry has, in principle, recommended the proposal to the Department of Economic Affairs indicating that the Telangana State Government would submit a detailed project report related to water, sewerage and storm water management to the Central Public Health and Environmental Engineering organisation (CPHEEO) for appraisal from technical angle before signing the loan agreement.
Housing and Urban Affairs Minister of State Tokhan Sahu gave the information, replying to BJP member Eatala Rajender’s question in the Lok Sabha on the issue. Mr. Rajender wanted to know whether the Union Government was aware that the Telangana Government’s Musi Riverfront Development Plan aimed at enhancing climate resilience in urban areas and whether the plan was aligned with the MoHUA’s 2021 document titled “River-Centric Urban Planning Guidelines” which incorporates climate change considerations and other aspects. The BJP MP asked whether the project cost was Rs. 1 lakh crore or Rs 1.5 lakh crore whereby securing assistance had become a task for the Government.
Mr. Sahu said urban planning, as per the XII schedule of the Constitution was the responsibility of Urban Local Bodies (ULBs)/ Urban Development Authorities. The Centre would supplement the efforts of the States through schematic interventions/ advisories. It provides financial and technical support to the States through various schemes/ Missions.
The Union Minister said under AMRUT 2.0, three sewerage projects worth ₹3,849.10 crore submitted by the State for Greater Hyderabad Municipal Corporation (GHMC) covering a total of 972 million Litre per Day (MLD) of sewage treatment capacity and 4.92 lakh new/ serviced connections had been approved by MoHUA.
