The Tiruppur City Municipal Corporation has devised a plan of action for managing the municipal waste through accountability of all stakeholders.
Invoking the provisions of the Solid Waste Management Rules, 2016, the City Corporation has put in place measures to levy fines for failure to comply with the directive of segregation (of biodegradable and non-biodegradable wastes) at source.
Households will be fined ₹50, commercial establishments ₹100, commercial complexes ₹200, hospitals ₹1,000 if the medical wastes are mixed with general garbage, and ₹50 is levied as fine if the medical wastes are not discarded in a hygienic manner.
Two wards will be chosen at a time for 100% source segregation and prizes will be given to encourage the practice, according to the directives circulated by the local body to the public, as part of the initiative to bring about ‘People’s Movement for Clean City’.
The local body has assured to block sales of single-use plastic products, and intensify the provision for levying fines.
Sellers stocking, supplying and transporting banned plastic products will be fined ₹25,000 for the first offence, and ₹50,000 and ₹ 1,00,000 for subsequent offences.
Commercial establishments, textiles, other product showrooms, will be fined ₹10,000, ₹15000 and ₹25,000 for repeat offences of using single use plastic materials.
For grocery shops and pharmacies, the fine amounts for offence and repeat offences constitute ₹1,000, ₹2,000 and ₹5,000. For small shops, the fine amounts are ₹100, ₹200 and ₹300.
Units functioning in 5,000 square metres or those that generate wastes to the extent of 100 kg and more every day, besides apartments, eateries, hostels, industries, shopping complexes, marriage halls, and government or other offices have been categorised as bulk waste generators.
The Corporation will train bulk waste generators to segregate the garbage, or obtain specified fee for carrying out the task through approved entities.The idea is to collect non-biodegradable wastes every Wednesday.
For collecting fish and meat wastes, the local body will collect the wastes through additional manpower Flouting of the system will lead to imposition of fine of ₹1,000 each time, the local body has stated.
As for industrial wastes, the extent generated on a daily basis will be monitored zone-wise, and will be collected and managed involving experts.
Likewise, the civic body will sign an agreement with a private entity for collection of electronic wastes, and domestic hazardous waste, at doorsteps of households every Friday.
With regard to construction debris, the builders are responsible for disposal. The local body will collect ₹4,000 per tonne of construction waste to be disposed off.
Besides, incinerators will be installed at 10 locations to dispose other kinds of garbage.
