Waqf Board, mutawallis race against time to comply with UMEED portal

With the December 6 deadline for the UMEED portal drawing near, the Telangana State Waqf Board (TGSWB) and the mutawalli community find themselves racing against time to complete the tedious process of uploading records of waqf properties.

Senior officials of the TGSWB said that training programmes, including live demonstrations to explain the document uploading process are being conducted across the State. As a part of this process the Board has been registering individuals as “makers”, who are tasked with entering property details and uploading the requisite documents on the portal. Officials noted that the number of registered makers has been steadily rising, which is expected to hasten the process.

“Till Monday we had registered around 7,800 makers The number has increased since then. We are at third position in the country as regards this exercise. Each maker is assigned to upload documents connected to a waqf institution. The registration of mutawallis as makers is an ongoing process,” said TGSWB Chief Executive Officer Mohammed Asadullah.

Officials added that the Board, individually and in collaboration with socio-religious organisations, has been conducting awareness programmes in various districts. However, several challenges persist. These include limited access to the portal for many mutawallis on account of non-familiarity with the technology and recurring technical issues.

“There is an awareness programme in each district. We are giving participants live demonstrations on how to use the portal. While uploading documents is indeed time consuming, there is no alternative,” an official said. The official also stated that Chief Minister A. Revanth Reddy had written to Prime Minister Narendra Modi seeking an extension of the deadline.

A few days before the Jubilee Hills by-election, members of the mutawalli community, including Syed Ghulam Afzal Biyabani, a prominent figure among mutawallis, met Mr Reddy and urged him to intervene with the Union government to extend the deadline. in his letter to the Prime Minister, Mr Reddy sought a one year extension, pointing out that land records were earlier migrated to the Dharani platform and subsequently to Bhu Bharati. The data was in transition, and reconciling revenue data with waqf records was proving difficult. He further observed that a majority of mutawallis were not familiar with the technical aspects of the portal.

Meanwhile, All India Majlis-e-Ittehadul Muslimeen (AIMIM) president and Hyderabad MP Asaduddin Owaisi stated that he had filed a petition before the Supreme Court seeking an extension of the deadline.
