On the last day of the Bihar Assembly’s Winter session, Chief Minister Nitish Kumar created a global record by becoming the first Indian to hold the post ten times.
The World Book of Records, London, on Friday (December 5, 2025), officially recognised this rare achievement and sent him a congratulatory note, calling it an extraordinary milestone in India’s democratic history.

After winning the Bihar Assembly election on November 20, Janata Dal (United) president Mr. Kumar had taken oath as the Chief Minister of Bihar for a record 10th time in the presence of Prime Minister Narendra Modi and Union Home Minister Amit Shah, Bharatiya Janata Party (BJP) president J.P. Nadda, and several other National Democratic Alliance (NDA) leaders.
In a press communique from the Bihar Chief Minister’s Office, it stated that the World Book of Records extends its heartfelt congratulations to Mr. Nitish Kumar on being sworn in as the Chief Minister of Bihar for the 10th time.
In a letter congratulating Mr. Kumar, the World Book of Records stated that it is a matter of pride for the country that, from 1947 to 2025, Mr. Kumar is the first person in the country to be sworn in as Chief Minister ten times.
“This is a unique achievement in Indian democratic history. This extraordinary accomplishment reflects your unwavering dedication, commitment, visionary leadership, and the trust and admiration of the people of Bihar,” the press note stated.
The World Book of Records, through its letter, stated that leading a State for ten consecutive terms is a rare achievement in democratic history.
“This is not only a remarkable personal achievement but also a moment of pride for the entire nation. Your continued efforts towards governance, development, social welfare, and administrative stability will continue to inspire millions,” he said.
The World Book of Records has informed that it is honoured to formally include Mr. Kumar, Chief Minister of Bihar, in its prestigious global list and present him with an official certificate in recognition of this exemplary and historic achievement.

Reacting to the honour, Janata Dal (United) working president Sanjay Jha posted a message on X stating that it was a matter of great joy and pride that the World Book of Records, London, has recognised the extraordinary milestone achieved by Mr. Kumar.
JD(U) State president and MLA Umesh Singh Kushwaha, extended his heartfelt congratulations to the Chief Minister stating that this unique achievement of Mr. Kumar is the result of the continuous hard work, dedication, and active participation of lakhs of dedicated and loyal JD(U) workers who work day and night to spread the party’s policies, ideals, and message of good governance to the people.
Mr. Kushwaha further said the honour received by Mr. Kumar at the international level is a proud moment not only for Bihar but for the entire countrymen.
As the Assembly’s Winter session adjourned sine die on Friday, Mr. Kumar on X announced the creation of 3 new departments to achieve the target of 1 crore jobs in next five years.
“We have set a target to provide employment and jobs to 1 crore youth in the next 5 years (2025-30). For this, it is essential that more and more youth in the State be trained for skill development and that quality higher and technical education be made available to the youth,” Mr. Kumar said.
He further said, “For this, instructions have been given to create three new separate departments in the State — Youth, Employment and Skill Development Department, Higher Education Department, and Civil Aviation Department. The creation of these three new departments will greatly help in securing jobs and employment for as many youth as possible in the State.”
In addition, the government has also decided to create a separate Directorate of Micro, Small and Medium Enterprises and the Bihar Marketing Promotion Corporation, so that the target of providing government jobs and employment to the youth can be easily achieved.
