Samastipur Police said on Thursday, September 24, 2026, that they have identified all the accused involved in the incident.

After the Jamui incident in which a minor girl and boy were harassed and molested, another shocker has come from Samastipur district, in which another minor girl was molested.
In the 59-second video, the minor girl was seen trying hard to get rid of the molesters, but they continue to pull and touch her forcefully and even drag her in the other direction.
The incident took place near the Budhi Gandak River bypass embankment, within the jurisdiction of the Karpurigram police station.
Samastipur Superintendent of Police (SP) Arvind Pratap issued a press statement on Thursday (September 24, 2026) saying that on the evening of September 23, 2026, during social media monitoring, it came to notice that a video was rapidly circulating across various social media platforms, showing three to four individuals behaving indecently with a girl.
“Given the sensitivity of the matter, the video underwent immediate technical verification. This established the location of the incident as a road near the embankment in Jagatsinghpur village, under the jurisdiction of Karpurigram Police Station. The incident reportedly took place about a week ago. Prima facie, the victim seen in the video appears to be a minor. As the victim’s identity could not be immediately established, and considering the sensitivity of the case, prompt action was taken based on the statement of a police officer,” Mr. Pratap said.
He further stated, “A case (Karpurigram Police Station Case No. 117/26, dated September 24, 2026) has been registered under relevant sections of the Bharatiya Nyaya Sanhita (BNS), the Protection of Children from Sexual Offences (POCSO) Act, and the Information Technology (IT) Act. The Samastipur Police have identified all the accused involved in the incident. Within six hours of receiving the information, all four accused were arrested. Further legal proceedings are currently underway.”
The Samastpur police also appealed that since the victim appears to be a minor, the media and social media users to refrain from sharing posts or content that reveal the victim’s identity or cause her mental and social harm.
The accused who have been arrested by the Samastipur police are Vikas Kumar, Rahul Kumar, Rambabu Sahni (all three from Jagatsinghpur village) and Avadhesh Paswan, from Bijouliya village.
Opposition Rashtriya Janata Dal (RJD) leader Ejaz Ahmed said that following the Jamui incident, the Samastipur incident clearly demonstrates that governance in Bihar has become paralysed.
“These individuals are thriving due to the government’s inaction; they operate with a sense of impunity, believing that with powerful backing, they have nothing to fear especially since leaders of the ruling party often speak their language,” Mr. Ahmed alleged.
Leader of Opposition in Bihar Legislative Assembly Tejashwi Yadav slammed the State government over the incident in a social media post.
“The public molestation of a minor girl by youths in Samastipur is direct proof that law and order has completely collapsed in BJP-ruled Bihar. Now, the shameless Minister will shrug this off too by calling it a Chitput Ghatna (sporadic incident). When the Chief Minister of the state has a criminal mindset, honouring criminals based on their caste, it’s inevitable for such anarchy to arise in that state. Now, the caste-expert Chief Minister will take action only after checking the criminals’ caste, or will he suppress the case. Then, Union Minister Jitan Ram Manjhi will find some kinship in it. Shameful!”Mr. Yadav said in the post.
