Vice-Chancellor of the APJ Abdul Kalam Technological University K. Sivaprasad has approached the Kerala High Court, seeking a directive to resolve the ‘administrative stalemate’ in the university.
In his plea, he sought a directive in this regard to the Secretary, Department of Finance, and the Secretary, Higher Education, and to the Director of Technical Education, in order to attend the 66th Syndicate meeting on August 13.
He submitted that there were nine Syndicate members. As per records, three members had abstained from all Syndicate meetings which resulted in the dispersal of its meetings, for want of quorum. The petitioner stated that they abstained from the Syndicate meeting on political reasons.
In addition, employees had not been paid their wages for the past month, as the university’s Budget was not passed due to ‘non-cooperation’ of the government. Likewise, pension had not not been disbursed to pensioners for the past two months. This despite the university having funds at its disposal.
On account of the absence of legal sanction, university authorities were unable to disburse salary and pension.
The Syndicate meeting on Wednesday was crucial since the delay in passing the annual Budget had pushed the university into a dire financial crisis.
The Budget, if passed at the Syndicate meeting, would also have to be presented before the university’s Board of Governors for implementation.
