Audit and Accounts pensioners seek repeal of Finance Act pension provisions

The Tamil Nadu and Puducherry chapter of the All India Audit and Accounts Pensioners’ Association (AIAAPA) on Saturday (August 1, 2026) adopted a resolution urging the Union government to repeal the pension validation provisions in the Finance Act, 2025, contending that they undermine the rights of pensioners by permitting distinctions based on the date of retirement.

The resolution was adopted at the association’s first annual general body meeting held in Chennai. The association said the provisions, which came into effect retrospectively from June 1, 1972, validate the Centre’s power to classify pensioners while implementing the recommendations of the Central Pay Commissions and dilute protections available under earlier judicial rulings, including the Supreme Court’s judgment in the D.S. Nakara case.

The association demanded the restoration of the protections available under the Central Civil Services Pension Rules, 1972 and 2021, and revision of pensions for all pensioners irrespective of their date of retirement.

Addressing the meeting, V.A.N. Namboodiri, founder general secretary of the BSNL Employees Union, said the struggle to safeguard pension rights was part of a broader global movement to protect social security. He alleged that the Finance Act provisions diluted long-standing pension rights and said pensioners’ organisations had challenged them in the Supreme Court. 

Among its other resolutions, the association sought the reduction of the pension commutation restoration period to 11 years and grant of notional increment to employees retiring on June 30 and December 31.

S. Mohan, president, AIAAPA, Tamil Nadu and Puducherry, S. Radhakrishna, president, All India Audit and Accounts Pensioners’ Association, and other members of the association were present.
