Ahead of the Northeast monsoon, the Greater Chennai Corporation (GCC) has proposed a ₹98.25-crore five-year overhaul of its Integrated Command and Control Centre (ICCC), bringing 1,256 cameras, 65 rain gauges, 46 flood sensors, and 40 flood-o-meters under an integrated civic monitoring system.
The proposal covers the operation, maintenance and upgrading of the existing ICCC, and the integration of additional infrastructure under ICCC 2.0 through a single system integrator for five years.
The proposed system will also include 101 variable message displays (VMD), 159 Internet of Things (IoT)-based monitoring systems for GCC-owned pumps, 57 enforcement vehicle GPS units, 17 automated boom barriers, 50 smart poles, and three regional ICCCs.
Officials said the existing ICCC has 668 cameras, comprising 400 box cameras, 100 pan-tilt-zoom (PTZ) cameras, 100 solid waste management cameras and 68 flood cameras.
The ICCC 2.0 will add 588 cameras, including 446 solid waste management/intelligent cameras and 142 surveillance cameras, taking the total to 1,256. The system will have 18 environmental sensors and 65 rain gauges, of which 30 rain gauges are part of the existing infrastructure and 35 are proposed under ICCC 2.0.
Boom barriers
The existing system has 46 flood sensors and 100 VMDs, with one additional VMD proposed. ICCC 2.0 will add 40 flood-o-meters, 159 IoT pump-monitoring systems, 57 enforcement vehicle GPS units, 17 automated boom barriers and 50 smart poles.
Three regional ICCCs are also proposed, according to an official. The original operation and maintenance contract of this ICCC, set up under the Smart City Mission and functional since 2020, covered 20 quarters and ended in November 2025.
A temporary arrangement has been made for operation and maintenance from June 1 to November 30, 2026, according to the civic body.
The proposed ICCC 2.0 will provide dashboards, analytics, an early warning system and decision support system, besides cloud and connectivity infrastructure, cybersecurity, data protection and operational support. Departmental data integration and APIs, facility management, technical and application support, help desk and service-level monitoring will also form part of the proposed contract, GCC officials noted.
Open tender
The proposal entails financial implication of ₹98.25 crore for five years, including ₹1.90 crore towards one-time expenditure and ₹96.36 crore towards recurring expenditure.
The final value will be determined through an open competitive tender, GCC officials said.
