A stakeholder consultation on the long-term growth strategy for Alluri Sitarama Raju (ASR) district was held on Thursday to deliberate on translating the recommendations of the ‘District as Fulcrum of Growth’ study into an actionable, place-based development framework for the district.
The consultation was attended by District Collector T. Nishanthi, Member, NITI Aayog, Balasubramanian, senior officials from various Union Government Ministries; district-level officials; and the IIM Visakhapatnam team.
The study was undertaken by IIM Visakhapatnam with the support of NITI Aayog and provides an evidence-based assessment of the development constraints, opportunities and potential growth pathways specific to ASR district.
The deliberations examined the distinctive development context of ASR District, including its tribal demographic profile, difficult Eastern Ghats terrain, dispersed habitations and ecological sensitivity.
The concept of ‘Terrain Penalty’, referring to the additional cost and operational challenges involved in delivering infrastructure, public services and economic opportunities across scattered and hilly habitations, was discussed as an important consideration for district-level planning. A key area of discussion was the proposed Growth Hub-and-Spoke Model, with Paderu as the principal growth hub, supported by secondary growth hubs at mandal and cluster levels and connected to remote habitations through last-mile physical and digital infrastructure.
The consultation discussed strengthening agricultural value chains through Farmer Producer Organisations (FPOs), post-harvest infrastructure, processing and storage, quality certification, market linkages and branding.
For the forest economy, discussions focused on increasing tribal participation and local value retention through decentralised GCC collection centres, primary processing, grading, price discovery, packaging and cooperative enterprise models.
Localised skill development pathways for tribal youth were also discussed, with potential linkages to emerging opportunities in coffee and food processing, Non-Timber Forest Produce (NTFP) value addition, eco-tourism, renewable energy, digital services and agri-technology.
The proposed development of 17 Model Panchayats under the Viksit Panchayat framework as demonstration sites for participatory planning, convergence of government schemes, livelihoods and digital governance was also discussed. The consultations considered developing practical models at these locations that could subsequently be adapted and replicated across other parts of the district.
In tourism, the consultation emphasised the importance of measuring outcomes beyond visitor numbers, including visitor-days, local expenditure retention, local employment and enterprise turnover. The approach seeks to strengthen local participation and improve the retention of tourism-generated economic value within the district.
Ms Nishanthi said that as a follow-up to the consultation, the District Administration will compile and examine the inputs and recommendations discussed during the meeting and coordinate with NITI Aayog, IIM Visakhapatnam, Union Government Ministries and concerned State Government departments for further technical examination. She also added that the identified development priorities and proposed interventions will be examined for their feasibility, institutional responsibilities, convergence requirements and measurable outcomes. Sector-wise inputs will be consolidated to support the preparation of an actionable development roadmap for the district.
