The Telangana High Court on Tuesday (October 13, 2026) reserved orders in an interlocutory application filed by IAS officer K. Amrapali seeking vacation of the order of a division bench of the HC staying her allotment to Telangana cadre.
The bench of Justices Moushumi Bhattacharya and Renuka Yara, which heard the application filed by the officer, will pronounce the verdict after the Dasara vacation. The IAS officer of the 2010 batch was allocated to the undivided Andhra Pradesh State cadre. The Union government’s Department of Personnel and Training re-assigned her to the residuary State of AP following creation of Telangana State in 2014.
The IAS officer placed a request with the DoPT to reallocate her to the Telangana cadre. However, the Centre rejected her plea following which she approached the Central Administrative Tribunal-Hyderabad. In June of 2025, the CAT passed an order directing the Union and State governments to allot her to Telangana cadre.
The DoPT filed a writ petition challenging the CAT order. After hearing contentions of the Union government, the division bench headed by the then HC Chief Justice Aparesh Kumar Singh in December of 2025 suspended operation of the CAT-Hyderabad order allocating the IAS officer to Telangan cadre.
The IAS officer K. Amrapali, who was serving as GHMC Commissioner then, joined the AP cadre following the HC order. Meanwhile, she filed an interlocutory application to stay the HC’s interim order. Senior counsel Avinash Desai appeared for the IAS officer while Additional Solicitor General B. Narasimha Sharma presented arguments for the DoPT.
