NHAI backed InvIT gets SEBI nod

The National Highway Authority of India (NHAI) sponsored Raajmarg Infra Investment Trust on Wednesday received approval from the SEBI as an Infrastructure Investment Trust (InvIT) to enable monetisation of road assets through retail and domestic investors.

The initiative marks an important step in broadening public participation in the National Highway infrastructure growth story, said a press statement issued by the Ministry of Road Transport and Highways.

Last month, NHAI had incorporated Raajmarg Infra Investment Managers Pvt. Ltd. (RIIMPL) as the Investment Manager for the Raajmarg Infra Investment Trust (RIIT). 

RIIMPL has been established as a collaborative venture with equity participation from leading banks and financial institutions, including State Bank of India, Punjab National Bank, NaBFID, Axis Bank, Bajaj Finserv Ventures Ltd, HDFC Bank, ICICI Bank, IDBI Bank, IndusInd Bank, and Yes Bank. 

Member (Finance), NHAI, NRVVMK Rajendra Kumar will be the Managing Director and CEO (Additional Charge) of the Investment Manager company.

The NHAI relies on several sources of funding for development of national highways other than the budgetary allocation, which include includ Toll Operate Transfer, InvIT and securitisation. In ToT model private investment is invited in completed road assets by granting toll collection rights in return for an upfront payment to NHAI; InvIT where infrastructure asset owners transfer multiple revenue-generating asset Special Purpose Vehicles (SPVs) to a trust which issues units to investors to raise funds that are subsequently invested in the development of infrastructure assets; NHAI also s authorized to raise long term finance from banks by securitizing user fee receipts from toll plazas as an alternate mode of asset monetisation.

NHAI has raised ₹49,000 crore till financial year 24-25 in ToT; ₹43,000 crore through InvIT; ₹40,000 crore through secrutisation.
