Venkata Ratna Srinivas appointed Managing Director of newly-formed SPV for Amaravati development

The Andhra Pradesh government has appointed retired IAS officer Sonti Venkata Ratna Srinivas as Managing Director of the newly-formed Amaravati Growth and Infrastructure Corporation Limited (AGICL), a Special Purpose Vehicle (SPV) created to steer high-impact development projects in the Amaravati capital city and region.

The appointment was made through G.O. Rt. No. 1478 issued by S. Suresh Kumar, Principal Secretary, Municipal Administration and Urban Development, on December 16, 2025, along with delegation of powers to enable the corporation to function with operational autonomy.

The AGICL is the third organisation constituted by the State government for the development of futuristic world-class capital city, apart from the existing Andhra Pradesh Capital Region Development Authority (APCRDA), which acts as local urban unit, and the Amaravati Development Corporation (ADC), for infra development.

AGICL has been established under the Companies Act, 2013, in line with the earlier G.O.s aimed at accelerating planned growth in Amaravati. The corporation’s board consists of the Principal Secretary to the MA&UD Department as Non-Executive Chairman and five Directors.

The first board meeting held on December 2, 2025, adopted key resolutions, including the recommendation to appoint a full-time Managing Director to oversee the planning, execution and management of special projects.

As per the G.O., the Managing Director has been vested with wide-ranging responsibilities. These include preparing Detailed Development Plans for special projects based on the approved master plan, designing and implementing projects, and operating and maintaining city-level services, subject to APCRDA approval.

The Managing Director is also authorised to select developers, contractors and operators, collect development charges, lease rentals and user charges, and mobilise financial resources from the market in addition to government funding.

The powers further extend to developing trunk infrastructure, providing transport, power, water supply, solid waste management, and ICT services in common areas, either directly or through public-private partnership models on smart city principles.

The AGICL will also facilitate social infrastructure such as healthcare, education, sports and entertainment, engage professional expertise from the market, and build capabilities to function as a world-class public agency for Amaravati’s special projects.

The move signals renewed focus on structured development, say officials.
