District Collector A. Kulothungan has directed the Oulgaret Municipality to address complaints raised by animal lovers regarding the Animal Birth Control programme carried out by the local body under its jurisdiction.
Mr. Kulothungan, who recently inspected the Municipality’s ABC Centre following certain complaints, told The Hindu that a few shortcomings have been noticed in the birth control programme of the local body. “We have asked them to address the concerns of animal lovers, including post operative treatment given to the dogs. The dogs should be released after sterilisation in the same place from where they were picked up for the ABC.”
Director of Local Administration M. Adharsh said “tighter” monitoring of the programme would be done to ensure that animals were taken care of properly and that the ABC protocols were followed strictly. “We already have systems in place to monitor the ABC programme as per laid out procedures and rules. In addition to the existing procedure in place, we will ensure tighter monitoring,” he added.
After the Municipality recently renewed its ABC programme, complaints have surfaced about lacuna in the implementation process. One of the complainants, K. Balasubramanian, member of Puducherry ABC monitoring committee and animal rights activist, said the sterilisation and post operative care was not done properly. There have been several clear violations of the rules while executing the ABC programme. I have preferred a complaint to the Collector with photographic evidence to show the ill-treatment meted to the dogs. A petition has also been filed in the court against the cruelty towards the dogs in the name of ABC,” he said.
