General Education Minister V. Sivankutty has said that the Kerala government has decided to undertake staff fixation in schools based on students’ UID (unique identification numbers) to curb fake admissions that cause major financial loss to the exchequer.
Mr. Sivankutty, who addressed a press conference in Thiruvananthapuram on Sunday, said amendments had been made to the Kerala Education Rules (KER) in 2022 to enable UID-based staff fixation. As per the revised norms, the number of students with valid UID on the sixth working day will be the basis for determining staff strength in schools.
He pointed out that the Aadhaar-based staff fixation system has been upheld by the Kerala High Court and the Supreme Court at various stages. “UID is mandatory only for staff fixation. No child will be denied school admission or any educational benefit anywhere in the State due to lack of UID,” he said.
At present, 31.14 lakh students in government and aided schools possess valid Aadhaar documents. Considering requests from various quarters, the deadline for uploading details of students with invalid UID on the Samanwaya portal had been extended till August 20, 2025. Students with only Enrolment ID (EID), and those who submit UID valid till July 14, 2025 will be considered for staff fixation.
The proposal is currently under consideration of the Finance department. The necessary orders will be issued and staff fixation will be completed within a month once approval is received to enable the filling up of vacancies.
Physically challenged reservation
Mr. Sivankutty also outlined measures adopted to implement physically challenged reservation in government aided schools. Although physically challenged reservation has been implemented in government services, it was not properly complied with in aided schools earlier, he said. To address the issue, the government has issued guidelines and published a handbook to ensure transparency in appointments. The government had formed State and district-level committees on the basis of an interim order of the Supreme Court. Around 1,500 persons with disabilities were appointed even before the district committees became functional. From the first phase rank list, 431 more candidates were recommended for appointment on January 24. The government plans to conduct further selections to fill remaining vacancies, the Minister said.
