Telangana Govt issues order to register Section 22-A properties with valid approvals

In a major relief to the people, the government has paved the way for registration of open plots, houses and flats included in the prohibited properties list under Section 22-A of the Registration Act, provided they have valid approvals from competent government agencies.

Properties registration

The Revenue Department issued orders allowing registration of properties that had been developed with valid layout, building or apartment approvals from the GHMC, HMDA, municipal bodies, DTCP or other urban and rural local authorities. The decision follows Chief Minister A. Revanth Reddy’s assurance in the Legislative Assembly on September 16 that the government would take steps to resolve 22-A-related issues on a fast-track basis.

Revenue Minister Ponguleti Srinivas Reddy said applicants have to produce at least one link document relating to registrations made after the requisite approval was obtained. The latest order is intended to facilitate registrations in cases where properties figure in the 22-A list despite having obtained statutory approvals from the competent authorities.

District-level committees

The government has also constituted district-level committees to examine and resolve issues that may arise during the registration process. The committees will comprise the District Collector, Additional Collector (Local Bodies), District Registrar and representatives of the HMDA, municipal body or rural local body concerned.

The Minister said the government had already taken steps to address other long-pending 22-A-related issues. A memorandum was issued in accordance with GO 118 to address regularisation issues concerning houses in nearly 64 colonies in Rangareddy and Medchal-Malkajgiri districts. Similarly, GO 76 had paved the way for addressing the long-pending issue of regularisation of houses of Singareni workers, he said.

Mr. Srinivas Reddy said the government would not treat all lands included in the 22-A list uniformly. The nature of the land, available records, statutory approvals and legal issues would be examined before taking decisions on individual cases, he said. The objective was to ensure that people were not forced to make repeated trips to government offices and courts over land and housing-related issues.
