Laws must create stability and confidence, not confusion, says TDP Visakhaptnam MP M. Sribharat.

Visakhapatnam MP Mathukumilli Sribharat spoke in strong support of the Repealing and Amending Bill, 2025, in the Lok Sabha on Tuesday, stating that the Bill strikes at the core of effective, modern governance by removing outdated and redundant laws from the statute books.
Participating in the debate, Mr Sribharat stated that while governments have been efficient at introducing new laws and ensuring compliance, they have often failed to repeal obsolete provisions, resulting in regulatory congestion, confusion, and discretionary enforcement.
He emphasised that the Constitution was designed as a living document, empowering successive generations to amend, repeal, and refine laws in line with changing needs.
Highlighting the reforms undertaken by the NDA government over the last decade, the MP noted that more than 40,000 unnecessary compliances had been abolished and over 1,500 outdated laws repealed, significantly improving ‘Ease of Living’ and ‘Ease of Doing Business’. He contrasted this with the period between 2004 and 2014, when only one repeal Bill was introduced.
Drawing attention to Andhra Pradesh, Mr. Sribharat said that poorly designed legislation in the past—such as the Land Titling Act and the Three Capitals legislation—created uncertainty, eroded public trust, and ultimately had to be withdrawn.
He stressed that laws must create stability and confidence, not confusion.
With the NDA now in power in Andhra Pradesh, Mr. Sribharat said, the government is focused on reviewing problematic laws, amending conflicting provisions, repealing harmful clauses, and restoring transparency and predictability in governance.
He highlighted that renewed investors’ confidence is already visible, with Andhra Pradesh securing investment commitments exceeding ₹13 lakh crore at the CII Summit 2025 in Visakhapatnam, expected to generate 16.3 lakh jobs.
He also cited major global investments, including Google’s $15 billion AI hub and Reliance Industries’ 1 GW AI data centre in Visakhapatnam.
