Union Home Secretary takes stock of implementation of new criminal laws

Union Home Secretary Govind Mohan held a video conference with Chief Secretary K. Vijayanand and Director-General of Police Harish Kumar Gupta on Wednesday (August 20, 2025) regarding implementation of the new criminal laws, namely the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam.

On the occasion, Mr. Mohan enquired about the availability of infrastructure and technology required in the police stations, courts, prisons and forensic laboratories for administering the laws, and stressed the importance of strengthening the forensic ecosystem by filling the vacancies with eligible persons on a contract basis.

He told the Chief Secretary and the DGP to fully record audio and video footage in the areas where crimes take place, i.e. the scene of the offence, and to include all FIRs in e-Sakshya. Also, he advised that courtrooms, jails, forensic science laboratories, government offices and other places be equipped with video conferencing facilities that would facilitate effective implementation of the criminal laws that replaced the Code of Criminal Procedure, Indian Penal Code and the Indian Evidence Act.

Further, Mr. Mohan praised the innovative measures taken by the A.P. Police in areas such as training and capacity building, zero FIR, e-FIR, monitoring of organised crimes, modernisation of forensic science labs, citizen-centric provisions such as SMS and e-mail services, integration with CCTNs, and sending SMS alerts to complainants.

Mr. Vijayanand said video conferencing systems were already available in the divisional and mandal level government offices including the Collectorates, and it was being provided at other places.

Mr. Gupta said steps were being taken to register all FIRs through the e-evidence system. Director General of Prisons Anjani Kumar, Additional DG N. Madhusudhan Reddy, DIG of Prisons Varaprasad and others participated.
