P-4 initiative purely voluntary; no quotas for officials or departments, says Foundation Vice-Chairman

Swarna Andhra P4 Foundation Vice-Chairman C. Kutumba Rao, in a press release on Monday, said the P-4 (Public-Private-People Partnership) Initiative was a people-driven movement for inclusive development — purely voluntary and participatory — with the government committed to taking swift action if any deviations were found.

Responding to recent media reports, Mr. Kutumba Rao clarified that no quotas of any kind were being imposed on officials or departments. He asserted that the sole aim of the initiative was to improve lives across the State, describing it as “a mission for the people, by the people, and of the people,” cutting across political lines, communities, regions, and economic status. “The programme is built on participation, not politics,” he stressed.

Mr. Kutumba Rao noted that Chief Minister N. Chandrababu Naidu was fully aware the initiative might not yield immediate political dividends, yet chose to lead it because the well-being of the people was his top priority. The programme, he said, demanded significant effort, coordination, and energy, but its focus remained clear — to create a platform where citizens, businesses, NRIs, volunteers, party workers, and officials could come together in service of society.

Mr. Kutumba Rao added that while the depth and strategic value of the P-4 Initiative might not be immediately apparent, the government would share more detailed insights and data with the media in the coming months to ensure a complete and accurate understanding of the programme.

Highlighting its vision, he said the initiative aimed to uplift every citizen and empower any willing individual — regardless of political affiliation, class, or background — to contribute to the State’s progress. The path-breaking programme, he emphasised, sought to transform Andhra Pradesh into a zero-poverty State in the coming years.
