The State government informed the Kerala High Court on Wednesday (August 10, 2025) that a draft of the Kerala Film Policy would be finalised in three months’ time.

This would be followed by a legislation in this regard, the government informed a Division Bench of Justice A.K. Jayasankaran Nambiar and Justice C.S. Sudha hearing the petitions on the K. Hema Committee report. It further submitted that suggestions made at a recently held Kerala Film Policy Conclave have been posted in the website of the the Kerala Chalachitra Akademi, among others. People from different sectors can post their suggestions on this before August 25. The proposed film policy will be readied after taking into account these suggestions as well. The policy would subsequently be placed before the Legislative Assembly.

The court observed that the policy must also take into account intersectional aspects within the community of women. The situation is such that women face discrimination on the basis of caste and economic strata. For them, any action by the State or by others could have varying degrees of effect.

The Women in Cinema Collective demanded that the draft policy that was readied by the Centre for Public Policy Research be submitted before the court in a sealed cover. The court directed the government to submit the draft policy in a sealed cover. The case has been posted for hearing on September 17.
