Petitioner Association for Democratic Reforms quotes The Hindu report in their written submissions to the SC: 

“That the most critical category among those facing disenfranchisement are married women, temporary migrants, senior citizens and people with disabilities. As per a report from The Hindu, disproportionately higher number of women have been deleted from the electoral rolls putting into question the equity of the exercise. 

As per The Hindu’s analysis for 9 Assembly Constituencies, for the younger 18-39 years age group, more than twice as many women than men have been deleted for the reason ‘Permanently Migrated.’ Overall, for every three men deleted for ‘permanent migration’, five women have been deleted. This defied any explanation. 

As per Census 2011, the number of Men permanently migrating out of Bihar exceeds the number of Women migrating out. As for marriage, as per the Census of India 2011, as many as 95% of marriage-migrations take place within the state. This inequitable deletion calls to question the entire process of preparation of Draft Roll”.
