China’s President Xi Jinping blasted “bullying behaviour” in the world order as he gathered Eurasian leaders on Monday (September 1, 2025) for a showpiece summit aimed at putting Beijing front and centre of regional relations.
The Shanghai Cooperation Organisation (SCO), comprising China, India, Russia, Pakistan, Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Belarus, is touted as a non-Western style of collaboration and seeks to be an alternative to traditional alliances.
Mr. Xi told the SCO leaders, including Russian and Belarusian Presidents Vladimir Putin and Alexander Lukashenko, that the global international situation was becoming more “chaotic and intertwined”.
The Chinese leader also slammed “bullying behaviour” from certain countries — a veiled reference to the United States.
“The security and development tasks facing member states have become even more challenging,” he added in his address to all the gathered dignitaries in the northern port city of Tianjin.
“Looking to the future, with the world undergoing turbulence and transformation, we must continue to follow the Shanghai spirit… and better perform the functions of the organisation,” Mr. Xi said.
The Chinese President called on the Shanghai Cooperation Organisation to uphold fairness and justice while addressing the 25th Meeting of the Council of Heads of State of the SCO.
“We must promote a correct historical perspective on World War II, and oppose the Cold War mentality, block confrontation and bullying practices,” Mr. Xi said.
China calls for SCO development bank
The Chinese President further said that the Shanghai Cooperation Organisation should pursue mutual benefit and win-win results, Chinese state media reported.
Mr. Xi made the remarks while addressing the 25th Meeting of the Council of Heads of State of the SCO held in Tianjin.
“We need to better align our development strategies and promote the high-quality implementation of the Belt and Road Initiative,” Mr. Xi said according to Xinhua.
He further called on member nations to “uphold fairness and justice.”
Improve trade and investment facilities: Xi
The Chinese President called on the member states to leverage the strengths of their mega-sized markets and economic complementarity between them and improve trade and investment facilitation.
“SCO member states need to enhance mutual understanding and friendship through people-to-people exchanges, firmly support one another in economic cooperation, and jointly cultivate a garden of civilizations in which all cultures flourish in prosperity and harmony through mutual enlightenment,” Mr. Xi said.

While addressing the plenary Session of the Shanghai Cooperation Organization (SCO), Mr. Xi called on all the member-states to pursue mutual benefit.
The session, which comes amid looming tariffs by the U.S., called on SCO member states to pursue mutual benefit, win-win results, as per Global Times.
“The member states of the Shanghai Cooperation Organization (SCO) have brought about groundbreaking and historic achievements in the organization’s development and cooperation,” Mr. Xi said, as quoted by Global Times.
“The Shanghai Cooperation Organization (SCO) has grown into the world’s largest regional organization,” Mr. Xi further said.
Mr. Xi also said that the member states of the SCO should seek common ground while putting aside differences.
The Chinese President pledged to provide 2 billion yuan (about $281 million) in grant to member states of the Shanghai Cooperation Organization (SCO) within this year.
The SCO Summit 2025 reflects the growing importance of multipolarity in global governance as US President Donald Trump’s transactional bullying alienated most of its allies.
