New regulations stipulating no subsidised cylinders will be supplied to liquefied petroleum gas (LPG) households who have not completed biometric Aadhaar authentication came into force on October 1.
Such consumers will now be supplied only 5 or 10 kg LPG cylinders at market prices, without subsidy. To access even these smaller refills, they must register unwillingness or inability to complete BAA, popularly known as eKYC, and give consent to receive the free trade LPG (FTL) refills.
The shift is bound to burn a hole in the household budget. In Hyderabad a 14.2 kg subsidised LPG cylinder costs ₹994 or around ₹70 per kg. In comparison, the 5 kg FTL refill is priced ₹846.50, while a 10kg composite cylinder is priced ₹1,801. First time users of the FTL cylinders, whose prices are linked to commercial LPG, also need to pay for the equipment.
Targetted supplies
A few days after the September 14 deadline for eKYC completion, the Union Ministry of Petroleum and Natural Gas announced the new norms and directed the oil marketing companies Indian Oil, BPCL and HPCL to implement them from October 1.
The objective of BAA is to ensure subsidised LPG reaches only genuine and deserving households, while helping prevent diversion of refills and eliminate duplicate and ineligible connections.
The first day of the new regulations was like any other day at LPG distributorships in Hyderabad and rest of the State, Telangana LPG Distributors Association president Jagan Mohan Reddy said.
However, the impact is expected to become evident in the days ahead as consumers who have not completed eKYC will realise they cannot place orders. As per instructions issued to the distributors by an OMC, pending orders and invoices, including prepaid, of both Ujjwala as well as non-PMUY households that have not completed the biometric authentication stood cancelled with effect from Wednesday.
Consumers can still complete the BAA and resume receiving subsidised refill.
Well stocked
LPG distributors are prepared to meet increase in demand for smaller cylinders, particularly with the ongoing festival season and winter months ahead when consumption typically rises. “Today morning too I messaged all our distributors to maintain sufficient stocks of 5 and 10 kg cylinders,” Mr. Reddy said, adding 5 kg refills sold by private firms are also available in open market in urban areas.
As per official figures, Telangana has 1.26 crore active LPG users. Without providing Statewise breakup, the Centre recently said 27.43 crore or 89.9% active domestic LPG consumers in the country have completed authentication as on September 19.
Mr. Reddy estimated around 11 lakh LPG users in Telangana are yet to complete eKYC.
