Rashtriya Ispat Nigam Limited (RINL), the corporate entity of the Visakhapatnam Steel Plant, has unveiled a comprehensive revised promotion policy for its executive cadre, effective retrospectively from June 30, 2026.
The policy, a copy of which is with The Hindu, was formally introduced following approval by the RINL Board during its 387th meeting held on September 21, 2026, according to an official source.
Executive pay scales and grades have been systematically organised into distinct clusters, ranging from Cluster A through E up to the E-8 grade, to streamline career progression. Promotions within and across clusters are tightly coupled with performance appraisal ratings, cumulative credit points, length of service, and structured interview assessments.
To facilitate the transition, the board approved specific one-time exemptions for the promotion cycle effective June 30, 2026, waiving the minimum residual service requirement under Clause 4.3. Additionally, an extended panel for E-7 to E-8 promotions has been provisioned to accommodate executives due to superannuation by May 31, 2027.
Looking ahead, mandatory online computer-based tests and prescribed training programs will be integrated as core prerequisites for select higher-grade executive promotions starting from June 30, 2028.
Management noted that the policy introduces objective appraisal weightage and standardised Departmental Promotion Committee procedures, reinforcing transparency and fairness across the public sector undertaking’s workforce according to the official source.
