Revenue Minister Krishna Byre Gowda on Saturday warned Assistant Commissioners (ACs) against admitting cases beyond their legal jurisdiction.
Chairing a monthly review meeting with ACs through a videoconference, the Minister said some officers are registering civil cases that should be tried in civil courts. “No officer has the authority to admit cases outside their jurisdiction. Citizens cannot be denied their legitimate rights, but law cannot be bypassed either,” he cautioned.
The Minister expressed displeasure over ACs issuing orders that lacked legal standing. He said ACs in five districts had passed orders exceeding their powers, and Deputy Commissioners had been asked to inquire and submit reports for further action. “From now on, every order must clearly mention the relevant Act and Section under which it is issued,” he directed.
On the delay in disposal of cases, the Minister noted that AC courts currently have 18,000 cases pending for over six months, 14,000 for more than a year, and 4,000 for over five years. He instructed that no case should remain pending for more than four months and pressed for early disposal of all long-pending cases.
“It is not acceptable that even though targets are set for disposing pending cases within two months, even after six months those targets are not met. All pending cases must be resolved quickly,” the Minister added.
