
Tax revenues in Telangana during the first four month period of 2025-26 fiscal stood at ₹48,145 crore, 27.46% of the ₹1.75 lakh crore of budget estimates.
The burden on the Telangana’s exchequer on account of payment of pensions is mounting with revenue receipts not keeping pace.
The State government has incurred an expenditure of ₹6,149 crore for payment of pensions till end of July, 46.91% of the ₹13,109 crore projected for the current fiscal (2025-26) in the budget estimates. The government on an average is incurring expenditure in excess of ₹1,500 crore every month as indicated by the provisional figures submitted to the Comptroller and Auditor General of India.
Coupled with this is the spending on account of salaries & wages and interest which has been on the rise. The budget estimates pegged an amount of ₹44,478 crore towards payment of salaries & wages for the current fiscal and the government had already incurred ₹15,961 crore by July end indicating that the expenditure overall is likely to exceed the projections at the end of the fiscal.
The same is the case with payment of interest which reached ₹9,355 crore, 48.3% of the ₹19,369 crore projected in the budget estimates.
The progress on the revenue earning front continues to be slow going by the figures. The overall revenue receipts for the fiscal are estimated at ₹2.84 lakh crore of which the Government realised ₹74,955 crore till July end, just 26.32% of the estimates with eight months to go. A major chunk of this ₹24,669 crore has been through borrowings and other liabilities.

Revenue through State’s share of union taxes, goods and services tax, stamps and registrations and sales tax was above 25% till July end. Accruals in the form of non tax revenue, grants in aid and contributions continue to be poor at ₹1,334 crore (4.22%) and ₹790 crore (3.47%) respectively.
Revenue deficit at the end of the four month period was ₹12,564 crore against ₹2,738 crore surplus of the budget estimates and fiscal deficit was ₹24,669 crore, just about half way mark of the ₹54,009 crore. The primary deficit was pegged at ₹15,314 crore during the period.
