The Delhi High Court on Wednesday sought a response from the Centre on a petition alleging rampant misuse of Central Armed Police Force (CAPF) personnel, including those from the Border Security Force (BSF), for domestic work in the houses of senior officers.
A Bench of Chief Justice Devendra Kumar Upadhayaya and Justice Tushar Rao Gedela issued notice on a public interest litigation (PIL) filed by serving BSF Deputy Inspector General (DIG) Sanjay Yadav, who claimed that soldiers tasked with safeguarding the nation’s borders were being diverted to perform private household chores.
‘Caring for officer’s dog’
“Our soldiers are even being deployed to take care of a high-ranking officer’s dog,” Mr. Yadav said in his plea while terming the practice a “gross misuse of manpower” at a time when more than 83,000 posts in the CAPFs remain vacant.
The officer was himself punished by the General Security Force Court in 2021 for deploying a BSF constable at home for personal work.
“Yes, he was punished, but that does not prevent him from raising the larger issue affecting the entire force,” Mr. Yadav’s advocate Surender Singh Hooda told The Hindu.
In his petition, the DIG cited a 2016 order by the Department of Personnel and Training (DoPT) directing the withdrawal of such privileges for retired officials. His plea added that the BSF had identified 131 personnel who were assigned to work with retired officers in violation of the DoPT order, though the “actual number is much higher”.
However, the plea added, the authorities failed to act “meaningfully against the misuse”.
